There's a world of difference between a same-use refresh and a change of use, and it's the single biggest factor in what a fit-out involves. If a space stays the same kind of business, an office staying an office, the scope is usually contained and the permits move quickly. But converting a use, a retail space becoming a restaurant, an office becoming a medical practice, a warehouse becoming light manufacturing, changes everything.
A change of use means the space has to meet the stricter code of the new use group, even for things that weren't touched by the renovation. That can pull in a recalculated occupancy load, added emergency and egress lighting, updated GFCI and circuit requirements, and ADA considerations, all reviewed across multiple subcodes before a new certificate of occupancy is issued. We know how to read what a change of use will trigger and plan for it up front, along with the low-voltage systems the new use needs, so it doesn't ambush your timeline or your budget partway through.
